no db transition script

Need to add a db transition script to move data between a 0.1 db and 0.2 db

need one for the 0.2 to 0.3 change. in future, create a transition script for any change in schema.

Only change in schema is 0.2 course_notes => 0.3 course_note and course_notes

Only schema changes have to do with course notes, which didn't contain a way to save them in 0.2. As a workaround, to update a 0.2 db to 0.3, delete references to all tables other than course_note and course_notes in the 0.3 golfstats.sql file and run it.
