/tmp not cleared at startup

Bug Description
Binary package hint: upstart
When booting on Karmic, I've remarked that the /tmp directory does not get cleared, unlike what the behaviour was under Jaunty or previous releases of Ubuntu.
I precise that I have my /tmp mount point on a separate ext3 partition and that I have setting TMPTIME=0 in file /etc/default/rcS.
