Mirror prober logs should have timestamps

Bug Description

Mirror prober logs should have timestamps in them (preferably in UTC) so that it's easier to debug when a mirror got probed, so that some mirror administrators do not get confused by old logs (see bug #474214 for an example).

For example, instead of http://launchpadlibrarian.net/36123445/releases.ubuntu.com-probe-logfile.txt , we have something with date -u "+[%x %T]"

Likewise with archive logs, such as http://launchpadlibrarian.net/36134010/archive.ubuntu.com-probe-logfile.txt .
