Bug Description
The test I added for bug 488695 is breaking: in credentials.py there's an import of boto, which apparently isn't in the launchpad dependencies.
Luckily credentials.py isn't used except in the EC2Instance factory, which the test doesn't use, so I can move the import of EC2Credentials in there to avoid the whole issue.

Filed the deeper problem (dependencies not being moved into launchpad from lp-dev-utils) as bug 489073.
