[gnome] menus in gnome applications often cannot be opened at first try

Bug Description
I'm not quite sure that the problem should be reported under 'libgnome' package.
It's difficult to describe this bug but it is in Ubuntu since 8.04 (even earlier maybe).
When a falling menu ("falling" menu... for example 'System > Appearance > Background (sub-menu) >' and the "Colors" or "Style" menu) is clicked, it is not open at the first try but you have to click it again in order to be opened.
The issue mostly occurs when the application is loaded for the first time after system reboot.
I can record my desktop if my description is not quite sufficient.

Thank you for your bug report, setting to low it's not likely a libgnome issue and you seem to be the only one to get the issue which suggests it's rather a config issue
