vcs-import of gnome-colors failed after changeset 40

The vcs-import of gnome-colors [1] failed after changeset 40 [2]:

2009-11-25 11:53:32 WARNING ignored change outside branch: action=D path=u'/gnome-colors' copyfrom_revision=None copyfrom_path=None
Import failed:
Traceback (most recent call last):
Failure: twisted.internet.error.TimeoutError: User timeout caused connection failure.

In all tries, the changeset 40 was never passed. Can this failure be connected to the directory restructuring in this commit [2]?

Yes, a large changeset can cause this problem. We'll be switching to bzr-svn soon, which will hopefully perform better...
