Bug Description
Hello, I'm going to report, what confuses me. I usually install Ubuntu like English user, this is the same as many people do. No problem with install translation and I simply like original interface. But as non-english speaker I need to type text in my national language and keep double keyboard layout. So after install I login, go to keyboard preferences, choose to add language, change layout options, add indicator to gnome-panel and have to repeate this for all users because "Apply System Wide..." do no effect.
Instead of this it would be more convinient to select two layouts at install time from the list and forget about the rest.

I agree that this makes sense. I'm assigning this to the Ubiquity installer, since that's where this change should be made.
However, since this is a large change that needs discussion before it can be implemented, I'm marking it as Invalid for One Hundred Paper Cuts.
