No ld.so.conf

Bug Description
It appears that the default install of Dapper has no /etc/ld.so.conf file. This has caused known issues for people who need/want to install software from source and use /usr/local as the install location.
I believe /etc/ld.so.conf should be included by default.

Why would an empty file be useful? It is just as easy to create it as it
is to edit it...
