In section gradebook, entered evaluations do not display until reload

This is a bug I've seen many times, but now I think I know what the problem is:

Here are some steps:

1) Go to the test instance
2) Log on as "jeffrey_elkner" with password "teacher"
3) Go to sections, the first "Programming" section
4) Go to "Evaluate Student Skills"
5) Enter a few different groups and grade a competency in each using the "filldown feature"
    for now, just give every student the same mark -- 1,2,3 or 4 -- for the competency
    hit the "save" button at the bottom after you enter marks for a single column using filldown.

At a certain point, you will see that the marks you entered using filldown will "disappear" -- that is, they will not diplay
If you hit the "reload page" button in your Firefox browser, you will see the marks appear.

So there is some sort of page reload/refresh problem after using filldown in certain circumstances.

Yes. r1646 is the one that needs to be packaged.
