GDM resets Keyboard layout provided by HAL

Bug Description

Binary package hint: gdm

1) Ubuntu 9.10
2) gdm:
  Installed: 2.28.1-0ubuntu1

3) Just installed 9.10. Installed awesome window manager. Created /etc/hal/fdi/policy/10-x11-input.fdi to have two keyboard layouts and switching with Ctrl+Shift. Restarted HAL. Logged out. Selected Awesome to be started after login. Logged in. Keyboard layout settings configured with HAL were reseted to have only us layout.

4) I expect GDM to honor HAL keyboard layout configuration.

If I go to text console(with Ctrl+Alt+F1) right after logout, I can see HAL settings applied:

When in GDM I click on my username and password prompt appears, I'm checking this again with same command the same way, and it gives me only us layout with empty variant and options strings. When I'm logged in, layout still has only one language.

Since HAL is deprecated, I suppose this bug will turn obsolete to the moment 10.4 is released
