system settings audio test plays sound regardless of actual situation

Bug Description

Binary package hint: systemsettings

Even with PulseAudio packages removed from the system, it still shows up as a valid choice in the system settings. A test of the sound (using the Test button) plays sound. It shouldn't if Pulse is not installed. If pulse is not installed, then the test should not produce any sound at all.

KDE's sytem settings -> Multimedia -> Video -> Output Device Preference

It looks like the system settings there have no relation to what is used by the applications. For example, no matter what I set in the system settings, VLC still plays via the internals speaker. Also, setting the audio preferences inside VLC doesn't change where the audio comes out either.
