This appeared during the upgrade from 10.04 to 10.10. Any ideas?

As a workaround, I did "sudo touch /etc/init.d/ondemand && sudo dpkg --configure -a" which allowed the upgrade process to continue.

This is a config file shipped in the sysvinit package, which has been locally removed from your system. The workaround from comment #5 is sufficient to solve the problem for the package manager, but you should really reinstall the package with dpkg --force-confmiss to restore the init script.
