Proxy settings should be applied to all programs

Bug Description

Currently if you change the proxy settings in ubuntu it only affects gnome programs.
It should also alter the standard environment variables so that programs which dont make use of the gnome framework like wget also use this settings.
Since this is a system-wide setting then it should also be moved to "administration" then.

Thanks for your bug. Applications are free to read the gconf key where the proxy is set, there is no way for the control-center to force a proxy use to apps like that. I'm marking the bug as rejected, that's a feature request for the different apps you are using which don't respect that setting
