With the tested pidgin 1:2.6.2-1ubuntu7 (lucid) the urgency is normal.
The urgency level is tested with notify-osd in debug mode (default in lucid at the moment)
Actions needed:
Change logon urgency to low, to reflect Desktop Notifications Specification
