poll portlet does not display for users to see past polls

Bug Description
The polls portlet only shows when there is a poll or the team owner is viewing. The portlet should be visible so users can see past polls. In short, the portlet should always be visible once a poll is created. Since this feature is inaccessible, I am marking this bug high.
