Empathy no longer has option to add AOL, ICQ or Yahoo account

Binary package hint: empathy

in 64bit Ubuntu Karmic Koala 9.10 while using the official empathy PPA, Empathy has lost the ability to create AOL, ICQ, or Yahoo accounts. the option to add these types of accounts are missing completely from the list of protocols. I only see:

i'm experiencing this issue on two separate laptops running Karmic 9.10. one was upgraded from 9.04 one was a fresh install. both are using the empathy PPA. How can I link the gnome bug report here?

this is caused due to telepathy-haze not installed.
