Cannot access security updates

Binary package hint: apt

dapper server install cannot access the security updates. at the installation when it looks for the security mirrors, a error windos apperars:

"Cannot access security updates
The security updates on security.ubuntu.com couldn't be accessed, so those updates will not be made available to you at this tme. You should investigate this later. Commeted out entries for security.ubuntu.com have been added to the /etc/apt/sources.list file"

when outcommented the sources.list and do apt-get update error:
#apt-get update
error http://ch.archive.ubuntu.com dapper Release.gpg
connection failed [IP: 130.59.10.35 80]

Solved:
had to deletet this line in /etc/apt/apt.conf

Acquire::http::Proxy "false";
