Binary package hint: xchat-gnome
The standard order of application/window menus in GNOME apps seems to be:
file/action - edit - view - <application specific menus> - help.
The xchat-gnome window has the "view" menu just before "help":
irc - edit - <application specific menus> - view -help.
The ordering of menus should be constant across the desktop, so that they're more easily discoverable.
