This should clearly not be the case :). Digging deeper, this is ultimately from gobject-introspection-freedesktop, which pulls a bunch of dev packages as recommends. But gobject introspection should not even be part of a runtime/normal user install of epiphany.

the introspection is used there, the issue is that they open .so files and not the soname version, not really an epiphany issue but rather one is in the introspection stack

There is ongoing effort to "fix" this via mini-packaging policy.

Currently this is the best we can do for epiphany will be fixed eventually.
