Bug Description
If you "Add to Panel..." in GNOME you get a nice selection of Custom Application Launcher, Application Launcher, and then applets. Application Launcher allows you to browse the .desktop files to select your app.
When you define a Startup Application you get a textbox to enter a fully qualified executable: /usr/bin/something.
I think it would be a good idea to borrow the UI from the panel so that the user may browse his/her .desktop files instead of relying on them knowing executable names and locations. Still need to retain the manual definition too for executables that have no .desktop entry.
