Desktop effects could not be enabled while if we go to Appearance Preferences > Visual Effects and selects Normal / Extra

Binary package hint: ubuntuone-client

After upgrading ubuntu 9.04 to ubuntu 9.10 (Karmic Koala), this issue generated i.e. no effect applied even i select "Normal" or "Extra".
