Italian keyboard is set to default when Norwegian language is installed

Bug Description

Im a Norwegian Ubuntu user now using 9.04 but i know the problem occurs in 9.10 too.. When Norwegian is installed on Ubuntu as the only language, Italian keyboard settings are set as default even that it should be offcourse Norwegian keyboard settings! I allways have to change after an install to write æ, ø and @... I guess this is a bug, its not only me its happening too..

1. Did you select Norsk bokmal or Norsk nynorsk as the language
2. Which keyboard did you select and do you have a physical Norwegian keyboard or do you use "dead keys" to type Norwegian characters.

1. I selected Norsk Bokmål at Install, and installed the extra updates for the language

2. I use a NB-No Keyboard, the computer is bought in Norway i dont know what the keyboard standard is called, but its a Keyboard with the Norwegian letters like ÆØÅ

When running the installer, did you manually select the keyboard or did you use the option to define the keyboard by typing certain keys as directed by the installer?

I wasnt through any of that, i upgraded from 9.04 to 9.10 on 9.04 it was allready set to NB, but when i uppgraded it just changed to italian again.. But i cant remember any questions in the installer about keyboard language just what language you wanted the system to run on
