no lpia builds for avifile

Bug Description
In Ubuntu 9.10 Karmic there are no lpia packages for libavifile-0.7-dev which is causing 'dependency wait' issues for pd-gem ppa builds, while i386 and amd64 have no problems.
What I expected was avifile packages available for all architectures or some indication of why some architectures are unavailable.
What happened instead was no packages for lpia and no indication why.

LPIA has been dropped as a supported architecture in more recent versions of Ubuntu.
