Please sync quota 3.17-5 from debian testing.

Hi,

I would like to request a sync request for quota 3.17-5 from debian testing. The Ubuntu changes can be dropped since it has been integrrated into debian. I have included the debian changelog for your review:

 quota (3.17-5) unstable; urgency=low

   * Applied patch by Petter Reinholdtsen <email address hidden> to make quotarpc
     init script only optionally depend on $portmap, closes: #541873

quota (3.17-4) unstable; urgency=low

   * Fix LSB header information in init.d scripts, closes: #541873
   * Also remove incorrect link that might have been created by this incorrect
     information.
   * Bumped Standards-Version to 3.8.3, no changes needed.
   * Upgraded debhelper build dependency to correct version for its compat
     level.
