expire-ppa-binaries.py should take an option for how many days to retain expired binaries

Bug Description

Currently "30 days" is hardcoded into this script as the time before deleted or superseded PPA binaries are expired. This should be an option we pass to the script to avoid needing to cowboy (or land) a code change to change this value.
