Please sync pslib 0.4.3-1 (universe) from Debian sid (main)

Explanation of the Ubuntu delta and why it can be dropped:

Build-Dep changes were merged by debian.
We need to sync the sid version because in testing version there
is a symbol "getline" issue with newer glibc.
