I believe this is a feature and not a bug.
I plan to completely remove the F key for fullscreen.
ESC is more than enough for our needs.

The bug is the inconsistent behaviour of the F key from one screen to the other, not the fact that it maps to the fast-scroller.
The F key also behaves inconsistently when an OSK is visible.
IMHO its mapping to (un)fullscreen should be removed altogether.

I would suggest the dropping of the 'F' key as well. Oliviers comments show how inconsistent it has become.

Escape is more than enough for our needs.

However, when in Windowed mode, I wonder if the middle window button (froget the proper name for it...between the minimize and close) cannot act as a fullscreen view? Reason is I see people potentially asking the question how do they go back to fullscreen and it not being intuitive enough...etc etc.

+1 on the suggestion to keep F for use in the fast-scroller and data entry only.

From my observations, using F11 is the de facto standard keyboard shortcut for full screen mode (except on Mac OS X), so Moovida should support F11 as the full screen toggle.

maximize?
Those three buttons (minimize, maximize, close) are handled directly by the window manager, not by the application, so it doesn't feel right to highjack them to do something non-standard.
On top of that we don't expect normal people to run Moovida non-fullscreen, do we?

Nope, not maximize, F11 does full screen (try in firefox, for example).

(Un)maximize is Alt+F10.

Probably shouldn't think out loud in a bug report huh? (maximize button)
Not using the F key for it however is probably a good thing.

After that, we can follow firefox or others in the implementation of
toggling fullscreen on/off.
Wonder what the fullscreen shortcut is fro VLC? (on Mac it is
command+F....windows it might be ctrl+F ...???)

For VLC on Linux (ubuntu) it's just "f".

And just to give my vote, I would say remove "f", keep "ESC" and add "F11" to the ways for toggling fullscreen mode.

My earlier comment was written away from Moovida - it turns out Moovida already does support F11 for toggling fullscreen mode (or at least, the latest code in bzr does). Looking at the code, removing support for "f" acting as a toggle looks trivial...

This short patch removes support for the "f" key as a full screen toggle. I have just submitted this as a merge request via the Moovida Merges mailing list.
