package phpmyadmin 4:3.2.2.1-1 failed to install/upgrade: subprocess installed post-installation script returned error exit status 1

it doesn't seem to be able to set the admin pasword keeps failing on that

I expected it would let me set the admin pw instead it cyclically retryed until I choose ignore
