[karmic] grubenv written to root instead of /boot filesystem

Bug Description

Binary package hint: grub-pc

I have a separate partition for /boot but /boot/grub/grubenv is being created on the root partition on every system start.

grub-common, grub-pc 1.97~beta4-1ubuntu3

Thanks. Bug 478035 has a patch, so I'll make this one a duplicate of that.

478035 is about loading, this one is about saving. So I think they are different.
I tried the patch on 478035 and it doesn't appear to fix this one for me.
