Network connect/disconnect status message black box shows up too low

Bug Description

The fuzzy black box which tells me when I've connected or disconnect from a network appears about a fourth of the way down my screen, rather than flush with the top panel. It covers up my workspace here, rather than being unobtrusive.

I've attached a file showing the placement on my 1024x576 screen, though this also occurs on my office machines which are ~1920x1200.
