Screen brightness oscillates up and down after boot up

After I log into my account, the screen brightness continues to jump up and down by one brightness level. I did not press any keys after I typed in my password to log in. It does this every time I log in.
This starts as soon as it gets logged in. After a few seconds, the notification box saying that I am now connected to my wireless internet pops up as well. The screen brightness indicator, and this wireless notification remain up and never fade away like they are supposed to. It seems like the screen brightness indicator that keeps changing is keeping these two notification windows from closing. I let this keep going for about 5 minutes, so I assume it will never stop.
It jumps between the 3rd and 2nd highest brightness, no matter what It was set at before. This always happens when I log into my user, and it also happens ~30% of time during the log in screen.
The right click menu on the background stops this, and the start menu also stops this. However, opening an application like Firefox or OpenOffice does not stop it, but moving these windows after they open does stop it.
