ibus still remains English in Kubuntu after installing the whole package of Chinese language support

Yes, it is, and maybe we can say of course it could be an issue since ibus's translation is stripped to language-pack-gnome-base-zh-cn if I am not wrong...

ibus was promoted to main in Karmic, so translations should be ok from that point onwards.

Ibus is translated on my system. Aron, wheat do you think the problem is, is the ibus.mo file missing from the language pack, or are translations just not loaded?

I didn't check which package that the ibus.mo is in, but if it is in language-pack-gnome-*, it will not appear in a kubuntu user's system because they install language-package-kde-*.

Good point. It seems to be in the GNOME language packs, and that seems
to be the cause:

$ dpkg -S /usr/share/locale-langpack/ca/LC_MESSAGES/ibus.mo
language-pack-gnome-ca-base: /usr/share/locale-langpack/ca/LC_MESSAGES/ibus.mo

I believe we've got a bug pointing this out (GNOME language packs need
to be installed in KDE and also the other way round), and I'll add a
reference to it here as soon as I find it again.

I think we can put ibus.mo to language-pack-*-base directly. That will solve the problem and it won't take too much space.

Should we add a task against langpack-o-matic?

Based on http://cdimage.ubuntu.com/kubuntu/daily-live/current/precise-desktop-i386.manifest this is no longer valid - ibus is not shipped anymore, ibus-qt4 is, but that has no localization.
