Weblink icon in flat-blue is 16x16 only

Bug Description

I'm using the latest dapper x86. When using the flat-blue theme, the weblink desktop icon is extremely small and illegible. The stock GNOME icon should be used if there is not an appropriate icon in the theme. I will attach a screenshot with this glitch.

Notice how small the '5th Caprice' icon is. That is supposed to be a weblink icon.

Also, this is impossible to resize because the four corners are so close together when selecting 'Resize icon'

upstream marked the bug obsolete with that comment:

"The Mist icon theme has been updated with new icons, and does not provide this
emblem any more."
