Sync'ing with internet servers option fails to install NTP properly

Bug Description

Dpkg throws an error about the user 'ntp' not existing.

Uninstalling it is a pain as well since it throws the same error and you have to tell it to uninstall the ntp stuff twice.

I can confirm this bug in Dapper RC1. I get the same error about the user "ntp" not existing when dpkg installs ntp-server.
