luit installs in the wrong place

Bug Description

One could argue that this is an xterm bug instead, feel free to do that and then reassign it. In any case: xterm in breezy expects luit to be in /usr/bin/X11R6/luit, and not /usr/bin; luit installs it in /usr/bin, so installing it doesn't actually help.

(in particular, this is a regression from Hoary - luit wasn't split off then, and works fine, this is a bug introduced as a side effect of the split off.)

luit is found in /usr/bin in dapper
