Bug Description
After upgrade from 9.04 to 9.10 change desktop background has no effect. After I log in, the background remains with the dark brown 'illuminated' effect. Changing desktop background has now effect. On one login I see see the new background for a brief moment, and then it returned to the brown one.

This looks like a Compiz problem, since if I turn off visual effects, the problem goes away,
