Bug Description
While working on bug 430855, we realized that it is possible to create an outbound TCP connection as a DEVICE file entry on other platforms by simply using the OPEN PARAMETERS field. On GT.M, we have been bypassing this field and using the PRE-OPEN EXECUTE field because GT.M's OPEN syntax isn't supported correctly. It would be nice to fix this so that we can use the OPEN PARAMETERS field like the other platforms do.
