sync with debian needed

There is a new 1.2.8 version (2006-01-23) packaged in debian testing:

Ubuntu still uses over a year old 1.2.6.2 ( 2005-02-23).

The new version has translations updated and quite many bugfixes.

Hum not sure - the ChangeLog isn't terribly explicit. MoMaT: does it fix real known issues we face with our current version?

It adds verbatim environment to bibtex fields which fixes URL handling. It also corrects the annoying lyx pipe error dialog behaviour.
I don't know if it fixes Bug 38708 or Bug 38706 since they didn't appear in my system for 1.2.6. However some i18n fixes are mentioned in the changelog.

Note that we need a UVFe for python-bibtex to get this in. I personally think it is worth it, but it is quite late. I know the new upstream does fix 38708. Not sure about 38706.
