after booting the system and logging in I have an empty /etc/resolv.conf. The gnome-nm-applet reports correct settings for DNS servers. When I manually restart network-manager the /etc/resolv.conf file is correctly populated and name resolution works.

figured it out. my network settings were not correct: network-manger didn't manage my connection and the connection was not correctly setup in /etc/network/interfaces. letting network-manager manage the connection solved the problem. also i want to use network-manager anyway to use vpn.
