HPLIP should depend on python-qt3

Bug Description

Binary package hint: hplip

When I click on hplip under system>administration, I get the following warning message:

You must install python-qt3 for this program to work

And then it just doesn't start.

Then I installed python-qt3 by:
sudo apt-get install python-qt3
And everything works fine now.

Obviously, hplip depends on this.

Thank you for your report.

The hplip package suggests that you install python-qt3. But it
is not necessary to have the python-qt3 package if you do not
have a desktop environment.
