No way to switch desktop modes

Bug Description
The desktop switcher was dropped last minute from Karmic, apparently without any testing.
The ability to switch between desktop modes is now gone. This is a major loss of functionality as I assume that many people use external monitors with their netbooks. The UNR desktop is pretty useless and annoying on a 1680x1050 display and the Ubuntu desktop is not very useful on a 1024x600 display. Without this tool the usefulness of UNR is severely limited.
Additionally, when upgrading, the system is left in whatever state it was LAST in. I.e. if you were in desktop mode, you are stuck there with no (simple) way to go back to UNR mode and vice versa. Anyone who upgrades from JJ to KK while in desktop mode will pretty much have lost UNR functionality.
