"Report a problem" doesn't work

Bug Description
Binary package hint: gwibber
I was going to report a bug on Gwibber so I clicked "Report a problem" under the "Help" menu. Nothing happened. I had to "ubuntu-bug gwibber" on the terminal, which is something not known to many users.
