I experienced the same download hang at 48%. I let it wait for 15-30 minutes, then got frustrated with it and used ctrl-c to break out of it.

At the end of the upgrade process I was warned that the flashplugin-installer failed to complete. Testing on a flash website it failed to load the flash component and prompted me to install the flashplugin-installer, however when I clicked to confirm the install I was warned that flashplugin-installer was already installed.

I went into Ubuntu Software Center, saw that Adobe Flash Plugin was appearing as installed. I uninstalled it and then reinstalled it from Ubuntu Software Center. Retesting on websites with flash proved flash was now working correctly.

I seem to have had this issue with this flash plugin in general, no matter what ubuntu version I was using so far, dl alway hangs or doesn't even start.

I had a similar problem on upgrading to 12.04 beta2. The upgrade process was blocked on "flashplugin-installer: downloading...", but in my case the download seems that was not started (also if network was available).

CTRL+C was not working. I had to reboot the machine, and then finish upgrade with "sudo dpkg --configure -a" (not really a good thing!).

I think that something should be done to avoid these problems with flashplugin-installer...

I had this on upgrade to 12.04 as well. Even after the upgrade it still keeps hanging and will not complete.
