Re-zlink modified routines in long-running processes

Bug Description

When debugging long-running processes such as interfaces, it is convenient to have modified routines automatically re-zlink so they take effect immediately without having to shut down and restart the long-running process. Obviously, the routine that is currently executing cannot be re-zlinked, but if an interface calls into other code outside of its main loop to file data away, we may be able to automatically re-zlink the filing code.

Alternatively, we may want to try modifying the signal handler so that routines re-ZLINK a given routine or all of their currently ZLINK'd routines when they get a signal. See the discussion on bug #597335.
