Misleading error mesg about parent dir, when pushing

Bug Description

get_transport falls back to local files paths inappropriately when a url like SFTP://foo/bar is given, if the SFTP support modules are not present.

Users encountering this probably need to install paramiko to correct this problem.

Although this is not really too relevant for the bug, I found this page whi browsing for a solution for the problem on cygwin, and got the solution from #bzr, so I think it would be nice to have it recorded here.

On CYGWIN this message occurs when paramiko and pycrypto is not installed:

  - http://www.python.org/pypi/paramiko/
  - http://www.python.org/pypi/pycrypto/

This is one of those things that keeps getting raised on IRC. However, it has been fixed since bzr-0.9. (And was fixed in bzr.dev shortly after 0.8 was released)
