Bug Description
I use en_US as my locale but I hate having to use Alt-gr "," + c to get a cedilla, so I usually hack that file myself and add the "en" locale to the list under the cedilla module.
This is not optimal because I have to do that every time a new version of gtk is installed, so it'd be great if I could overwrite that somewhere that is not touched by gtk.
