Upgrade via Alternate CD always downloads updates

Bug Description

Binary package hint: debian-installer

attempting to upgrade an existing Ubuntu 9.04 (i386) system, running two SATA in RAID-1 software mirror. Downloaded the 9.10 RC Alternate CD and initiated the upgrade via the CD. Initially answered 'Yes' to download updates since I figured there wouldn't be any, but then cancelled when I saw it was downloading seemingly ALL the files. Restarted the upgrade and selected 'No' to download more updates. But the upgrade appears to have downloaded all the files anyway, taking considerably longer.

P.S. Now the upgrade appears to have hung-up, after finally downloaded everything. Not sure if this is part of the same problem; it could be! Maybe the upgrade utility is not clear about where the new files are supposed to be coming from?

After 30 minutes I decided the upgrade really was hung and cancelled. Then I rebooted (since the machine hadn't been rebooted in at least a week or two).

Next I tried unplugging the LAN cable. The upgrade started ok, I answered 'No' to downloading, the file fetch went quickly... and then it halted with an error about "unable to download something-something-gnome-firefox-3.0-to-3.5-something". So, at the very least, this shows that the installer either 'remembered' my initial selection of YES (for downloads) or was still trying to download things on it's own.

Finally, I reconnected the LAN, then restarted the upgrade and selected 'Yes' and this time it seems to be working. The file-fetch still went quickly (more quickly than the first time where I saw it downloading files at ~60 kb/s, yecch). Not sure, though, if it went quickly this time because it still had it's initial downloads cached, or because it finally respected my choice to not download anything?
