UTF 8 file names inside ZIP files doesn't appear right

I have zip file containing other zip files inside of it. the main file is named correctly (UTF 8 - hebrew), but all the other UTF 8 files names inside the files appear as gibberish.

the main Zip file is containing 2 other Zip files, that in their turn contain a few other Zip files.
all the names of the files (the main one and the ones inside) are in Hebrew (UTF8). the main files - the name is displayed correctly in Nautilus. but when i try to open the files all the Zip files inside have Gibberish as the name.
the files is too big to be uploaded ~205MB.
Should i upload a screenshot?

The issue is an upstream one and it would be nice if somebody having it could send the bug the to the people writting the software (https://wiki.ubuntu.com/Bugs/Upstream/GNOME).

Could you try to come with a small example?

could be a buggy zip without an example there is not a lot of work to be done there

i suppose this is a problem of 7zip. compare:
