3rd level chooser broken on US International keyboard layouts

Bug Description
Binary package hint: xkeyboard-config
In Jaunty, setting Right Alt as the 3rd level chooser and not setting Compose allowed me to use either of the following methods to type í:
1. AltGr + ' followed by i
2. AltGr + i
(this setting: setxkbmap -option -option nbsp:level3n,
In Karmic, the same setting results in #1 typing 'i and #2 working
To make #1 work, I have to set Compose to Right Alt. Then, regardless of 3rd level setting, #2 breaks (types an unaccented character).

I'm using US International (AltGr deadkeys), but I tried the other 2 US International layouts and had #1 fail on them as well with the old setting.
