As it was reported in bug 432205 and its duplicates, NetworkManager presently is unable to establish a DSL connection in Ubuntu 9.10 rc. In logs provided by several users, this line
NetworkManager: <WARN> pppd_timed_out(): Looks like pppd didn't initialize our dbus module
looks very suspiciously, and probably ppp maintainers could help make establishing DSL connections from NetworkManager possible again.

I can confirm this bug with Ubuntu 9.10 RC 64-bit.
My log file at its bottom contains following:
